General Motors believes hydrogen is the most effective long-term response to address the global climate issue in the motor vehicle industry. Fuel cell vehicles fueled by hydrogen are more than twice as energy efficient as internal combustion engines and produce zero emissions—only heat and water leave the tailpipe. With hydrogen produced from renewable sources of energy, fuel-cell vehicles are truly zero-emissions vehicles.

General Motors also believes that renewable biofuels, especially ethanol made from cellulose, will have a role in the mid- to long-term future in many regions, except Europe. Vehicles operating on biofuels have the potential to greatly reduce (though not entirely eliminate) greenhouse gas and other emissions. Furthermore, the vehicle technology is largely developed, and General Motors has produced and sold almost two million flexible fuel vehicles in North America that can operate on blends of gasoline and ethanol up to 85 percent ethanol (E85). In Brazil, GM produces vehicles that can operate on 100 percent ethanol.

Volkswagen is working on many fronts to make its vehicles, and the fuels they run on, more environmentally responsible. This inlcudes the VW's top ranked fuel-efficient TDI diesel vehicles such as the New Beetle, Jetta and Rabbit. These vehicles offer up to a 35 percent increase in fuel efficiency, a fact recently recognized by the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Energy (DOE). Diesel versions of the New Beetle and Golf are the highest fuel economy models in their respective vehicle classes, according to the EPA and DOE's 2006 Fuel Economy Guide. Additionally, the Volkswagen New Beetle, Golf and Jetta hold four of the top ten positions for best fuel economy, according to the EPA. Volkswagen diesels have also been approved for use of B5 biodiesel fuel. [Ref]

Volkswagen is facing up to the challenges of sustainable mobility.

  • Sustainability:
        Economic, ecological and social compatibility are the driving forces
          behind our fuel and powertrain strategy.
  • Diversification of feedstocks:
        The aim is to safeguard future supplies by using several different
          raw materials for fuel production.
  • Use of existing infrastructure:
        The market launch of new fuels only has a realistic chance of success if they
          can make use of the existing supply infrastructure.

For clean fuels, Volkswagen is banking on synthetic fuel. In practical terms that means choose fuels which help reduce local emissions of nitrous oxides and soot particles, and lower greenhouse gases such as CO2. The Volkswagen Fuel Strategy provides one answer to these challenges. The strategy represents a roadmap to sustainable mobility; a roadmap which already applies and can be taken forward step by step.

Bringing a variety of alternative fuels such as methanol, ethanol, natural gas and hydrogen to market is not an economically viable option. That would call for too many different new production technologies, distribution infrastructures and engine designs. For biodiesel and bio-alcohols such as ethanol, blending with conventional fuels in line with existing fuel standards offers a more productive approach.

Logan International Airport has long served as a testing ground for a number of cutting edge alternative fuel programs and technologies. Massport began converting its Logan-based shuttle buses in 1995 and now all of Massport's fleet of 33 airport shuttle buses operate using CNG. Logan is also home to the region's largest CNG filling station. Massport has worked closely with environmental agencies and airport tenants to encourage airport companies to convert their Logan fleets to alternative fuels. In 2001, Massport was hailed as an "AFV Hero" at the Opening Plenary Session of the Annual Clean Cities Symposium in Philadelphia.

In July 2003, Massport's CNG Shuttle Bus Program was named the "Concept Most Likely to Reduce Emissions" at the First Annual ALT Wheels Festival. The CNG buses are an integral part of Massport's aggressive alternative fuel program and are used to transport passengers between Logan's terminals, the MBTA station and Water Shuttle Dock.

Over 100 vehicles of Massport's Logan-based fleet operate on CNG or electricity. In addition, Massport has developed an annual vehicle acquisition program and procures additional CNG and electric vehicles as opportunities arise.In August 2006, Massport's CNG fleet will surpass the ten millionth mile.

While Detroit offers several variations of new Alternative Fuel Vehicles (AFV) that average over 50 miles to the gallon, independent fuel marketers are introducing "Biodiesel," a healthier, renewable energy solution that seems to be meeting just about everyone's approval. The Burke Gas Station on Beacham Street in Chelsea is the first station in the state of Massachusetts to offer biodiesel products Ð Biodiesel B20 at the pump and Biodiesel B100 in drums and pails.

Biodiesel is a clean, diesel fuel substitute made from soybeans, canola, and recycled cooking oil from restaurants. It can be burned safely in any standard, unmodified diesel engine, either in pure form (B100) or in a 20% blend (B20) with 80% petroleum diesel. Most truck manufacturers recommend using B20 in their engines. Pure biodiesel is completely biodegradable, and poses minimal concerns to soil and water contamination. Biodiesel is also non-toxic to plants, animals and humans. On the performance side, biodiesel's higher cetane rating results in excellent engine performance and fuel economy. Biodiesel has outstanding lubricity characteristics. Blend ratios as low as 1% can provide up to 30% more lubricity over conventional diesel fuel. And a higher flash point means it's safer to handle.

The Massachusetts Clean Cities Coalition is a program that works to encourage the use of alternative fuel vehicles (AFVs) with the help of local businesses, organizations, and numerous state and federal agencies. The Coalition operates on the premise that we can change our communities for the better through cooperation and voluntary partnerships, working to improve air quality and reduce our reliance on imported oil. Part of a nation-wide program sponsored by the United States Department of Energy, Clean Cities also helps support the development of the necessary infrastructure to make AFVs a viable transportation option.

Emissions from vehicles are the single largest contributor to air pollution in many cities, making our air unhealthy to breathe and increasing our health care costs. Further, our gasoline and diesel fuel supplies rely heavily on imported oil that is becoming increasingly more costly to obtain. AFVs use domestically produced fuels, and, because these fuels are inherently cleaner, AFVs can offer substantially lower tail pipe emissions. By encouraging AFV use, the Clean Cities program will help achieve energy security and environmental quality goals at both the national and local levels.

Zipcar is a Boston based company that provides well over 7500 members access to a fleet of 230 cars so that they do not have to own their own car (or a second car). Members reserve a car on-line for as little as one hour any time of the day, let themselves into the vehicle with a smart card, and pay for use on a per-hour/per-mile basis at the end of the month. About 45% of members sell or avoid purchasing a car when they join the service. Because all the costs of car-ownership are folded in to Zipcar's rate, members are more aware of the true costs of operating a car, and drive far less than people who own their own cars. In metro-Boston and Washington DC, Zipcar has made access to shared cars as convenient as getting cash from an ATM.

Zipcar's surveys show that 40-50% of members sell or avoid purchasing a vehicle when they join the service. Since each car serves roughly 20 members, each Zipcar takes between 8 and 10 cars off the road- meaning less resource consumption and waste associated with manufacturing and maintaining those extra cars. Zipcar's service has so far taken an estimated 1000 cars off the road in Boston alone, and its service is growing by about 75 members and about 2 cars a week.

Zipcar is collaborating with local governments and developers to encourage planning for car sharing in future developments, including public housing, where residents often cannot afford to own cars. Environmental and alternative transportation groups support Zipcar's efforts as both practical and environmentally effective. Zipcar is located in Boston, Washington DC, and New York City.

Hydrogen and methane are complimentary vehicle fuels. Adding a small amount of hydrogen extends methane's flammability range significantly, improving its combustion properties and helping reduce emissions.

In the Fall of 2002, Local 103 demonstrated its willingness and ability to adapt to new and emerging technological advances in energy by installing a 5.4 kW Solar System. More recently IBEW Local 103 installed a 100k kW wind turbine at its Apprenticeship Training Facility in Dorchester. These systems provide a high visibility presence just off the Expressway, and signals to all that Local 103 remains at the cutting edge of our industry. These technologies add to the IBEW's Apprenticeship Training Program and our Journeyman update classes. The National Association of Fleet Administrators, Inc. (NAFA) is a not-for-profit professional society serving members who manage fleets of automobiles, SUVs, trucks and vans, and a wide range of specialized mobile equipment in the US and Canada. NAFA provides its members a full range of products and services, including statistical research, monthly and annual publications, regional chapter meetings, government representation, annual conferences and trade shows, educational seminars and more.

NAFA's Members are responsible for the specification, acquisition, maintenance and disposal of more than 2.7 million vehicles. These vehicles, with an average initial cost of $16,400, put NAFA Members in control of more than $44 billion worth of assets.

NAFA has more than 2,300 Members in 34 Chapters. To qualify as a full member, one must be responsible for the administration of a fleet of at least 25 vehicles. The majority of NAFA's members manage fleets for corporations, covering a wide range of manufacturing and service organizations, as well as government agencies including local governments. The typical NAFA member manages a fleet of approximately 1,200 vehicles. NAFA is also supported by more than 1,000 fleet professionals who do not qualify for either full or associate member status yet have a great interest in the field.

Nuvera was formed in 2000 through the merger of Epyx Corp. (a wholly owned subsidiary of Arthur D. Little, Inc.) and De Nora Fuel Cells (a wholly owned subsidiary of Gruppo De Nora of Milan, Italy). The merger brought together 10 years of fuel processor technology from Epyx and 10 years of fuel cell stack technology from De Nora, as well as a wealth of knowledge, know-how, and expertise in chemical reactor design, electrochemistry, and system integration. In June 2006 Nuvera Fuel Cells broke ground on its new US Headquarters in Billerica.

Nuvera is recognized as a global leader in the development and advancement of multi-fuel-processing and fuel cell technology. Nuvera is committed to advancing the commercialization of hydrogen fuel cell power modules for industrial vehicles and equipment and stationary applications by 2006, natural gas fuel cell power systems for cogeneration applications by 2007, and onboard gasoline fuel processors and fuel cell stacks for automotive applications by 2010.

Nuvera recently announced that its 5 kW PowerFlow™ fuel cell power module is available for purchase to customers with qualified applications. PowerFlow is the first in a series of fuel cell products—including power modules and complete stand-alone systems— for industrial, commercial and institutional customers. The Propane Education & Research Council promotes the safe, efficient use of odorized propane gas as a preferred energy source through investments in research, safety, and consumer initiatives. Since 1998, the Propane Education & Research Council has concentrated on the three important missions: research and development, safety and training, and consumer education. Each mission area has an advisory committee that creates activities for industry members and the public.

PERC's overall mission is to promote the safe, efficient use of propane as a preferred energy source. With Congress's passing of the Propane Education and Research Act (PERA) in 1996, the industry began to conduct a referendum among propane producers and marketers, who overwhelmingly approved the formation of the Council.

The Council receives funding by an assessment or "check-off" on each gallon of odorized propane gas. The assessment will collect five-tenths of one cent per gallon in 2006. The assessment is projected to collect $50.4 million dollars in 2006 to fund programs and projects. Through the Council, the propane industry has committed itself to a multi-year, multi-million dollar effort to improve consumer and employee safety, to fund research and development of new and more efficient propane equipment, and to expand public awareness of propane and its many uses and environmental advantages.

Transportation Programs

PureCell™ Assured Power Solutions. UTC Power's ultra-clean and quiet fuel cells provide up to 200 kW of uninterrupted electrical power and heat recovery for space heating and hot water. UTC Power manufacturers the PureCell™ 200 and offers related services, providing customers with a single-source solution for fuel cell power. Since 1991, UTC Power has delivered more than 275 power plants to customers in 19 countries on five continents, operating for over 7 million hours.

PureComfort™ Cooling, Heating and Power Solutions. UTC Power provides and services integrated Combined Cooling Heat and Power (CCHP) solutions based upon microturbines, which generate electricity on-site while at the same time recovering the exhaust energy to provide space cooling, heating and hot water. This highly efficient system provides the lowest cost energy with the lowest environmental impact, when compared to traditional utility power alone. One CCHP system can reduce nitrogen oxide emissions by more than 10,000 pounds every year - the equivalent of removing about 250 passenger cars from US roadways.
